The Lagos State Commissioner of Police, Jimoh Moshood, has allegedly failed to comply with a judgment of the Federal High Court, Ikoyi Division, ordering the payment of ₦10 million in compensation to activist Hassan Taiwo Soweto and 24 others for human rights violations.

The judgment, delivered on July 24, 2025, by Justice Musa Kakaaki, held the Inspector-General of Police and the Lagos State Police Command responsible for rights violations that occurred on October 20, 2024.

According to Soweto, attempts to serve the Commissioner of Police with a formal demand letter were unsuccessful because officers allegedly refused to accept it. His lawyer, Joseph Opute, said a representative first attempted to deliver the letter by hand at the Commissioner’s office. They were directed to the Legal Department in Panti, where the letter was also rejected after being read. The legal team later sent the letter through DHL.

In the letter dated March 3, 2026, Soweto’s legal team formally demanded payment of the ₦10 million judgment sum and warned that further legal action would be taken if the debt was not settled within two days.

Soweto described the refusal to accept the letter as a sign of disregard for the rule of law and said his legal team is prepared to pursue additional legal remedies if necessary.

In a related case, the Lagos State Commissioner of Police has also not yet complied with a separate Federal High Court judgment ordering the payment of ₦30 million in damages to activist and former presidential candidate Omoyele Sowore over his unlawful declaration as “wanted.”

The Nigeria Police Force has stated that the payment process is being handled by the appropriate office in Lagos State. Force Public Relations Officer Benjamin Hundeyin said the judgment specified the office responsible for executing the order and that the matter is being processed accordingly.
