In the video, the resident was reportedly asked to obtain approval and pay a fee before continuing with the solar installation.<\/p>\n
Reacting to the backlash, Wale Ajetunmobi, Senior Special Assistant to the Governor on Media, said the person in the video likely misunderstood the rules. He added that the resident was probably a tenant in a government-owned social housing unit, pointing to an indemnity document he said the resident signed when he received the apartment.<\/p>\n
According to the government, the fee requirement exists because any alteration in these estates\u2014especially changes that may affect shared spaces or the original design of buildings\u2014must go through the relevant approval process. Ajetunmobi explained that solar installations are treated as structural alterations in certain circumstances, particularly when they involve external parts of buildings or shared areas.<\/p>\n
He said that approvals must be handled through the Physical Planning and Survey departments of the Ministry of Housing, followed by compliance checks and possible post-installation inspections.<\/p>\n
The government also stated that the ministry officials in the video were from the Monitoring and Compliance Unit, and that the resident did not secure prior approval before starting the installation. Ajetunmobi further noted that the government has previously dealt with issues and liabilities linked to unapproved modifications, including cases involving roof damage and fire incidents.<\/p>\n
The bottom line, according to Lagos State, is simple: estate occupants should contact the facility manager (the government) before making external alterations. The guidance is linked to the Lagos State Urban and Regional Planning and Development Law, which requires approval for structural changes to buildings and installations that may affect building integrity or design.<\/p>\n
