According to an interim report from the Senate ad hoc committee probing oil theft in the Niger Delta, about <strong data-start=\"331\" data-end=\"347\">\u20a6300 billion<\/strong> in domestic crude proceeds and over <strong data-start=\"384\" data-end=\"400\">$200 billion<\/strong> from global crude sales cannot be accounted for.<\/p>\n<p data-start=\"451\" data-end=\"572\">The findings follow months of document reviews, public hearings, and consultations with oil and finance industry players.<\/p>\n<h3 data-start=\"574\" data-end=\"602\"><strong data-start=\"578\" data-end=\"602\">Massive Revenue Gaps<\/strong><\/h3>\n<p data-start=\"603\" data-end=\"626\">The committee reported:<\/p>\n<ul data-start=\"628\" data-end=\"871\">\n<li data-start=\"628\" data-end=\"693\">\n<p data-start=\"630\" data-end=\"693\"><strong data-start=\"630\" data-end=\"639\">$22bn<\/strong> in sale mismatches and unaccounted tax oil proceeds<\/p>\n<\/li>\n<li data-start=\"694\" data-end=\"802\">\n<p data-start=\"696\" data-end=\"802\"><strong data-start=\"696\" data-end=\"705\">$81bn<\/strong> difference between crude sales reported by NNPCL and figures recorded by the CBN for 2016\u20132017<\/p>\n<\/li>\n<li data-start=\"803\" data-end=\"871\">\n<p data-start=\"805\" data-end=\"871\">Over <strong data-start=\"810\" data-end=\"820\">$200bn<\/strong> missing globally from crude oil sales since 2015<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"873\" data-end=\"1040\">According to the panel, weak oversight, poor measurement systems, and a lack of coordination among government agencies have allowed these leakages to continue for years.<\/p>\n<h3 data-start=\"1042\" data-end=\"1065\"><strong data-start=\"1046\" data-end=\"1065\">How It Happened<\/strong><\/h3>\n<p data-start=\"1066\" data-end=\"1091\">The committee pointed to:<\/p>\n<ul data-start=\"1093\" data-end=\"1322\">\n<li data-start=\"1093\" data-end=\"1139\">\n<p data-start=\"1095\" data-end=\"1139\">Faulty or unverified measuring instruments<\/p>\n<\/li>\n<li data-start=\"1140\" data-end=\"1219\">\n<p data-start=\"1142\" data-end=\"1219\">Suspension of proper measurement oversight under the Petroleum Industry Act<\/p>\n<\/li>\n<li data-start=\"1220\" data-end=\"1268\">\n<p data-start=\"1222\" data-end=\"1268\">Poor collaboration among regulatory agencies<\/p>\n<\/li>\n<li data-start=\"1269\" data-end=\"1322\">\n<p data-start=\"1271\" data-end=\"1322\">Weak monitoring of pipelines and export terminals<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"1324\" data-end=\"1465\">The panel said accurate measurement at production sites is the first step in preventing theft, yet this is where Nigeria is failing the most.<\/p>\n<h3 data-start=\"1467\" data-end=\"1500\"><strong data-start=\"1471\" data-end=\"1500\">Host Communities Left Out<\/strong><\/h3>\n<p data-start=\"1501\" data-end=\"1736\">The report also noted that the <strong data-start=\"1532\" data-end=\"1575\">Host Communities Development Trust Fund<\/strong>, meant to give oil-producing communities a stake in the industry, has not been implemented. This, it says, fuels vandalism and sabotage as locals feel excluded.<\/p>\n<p data-start=\"1763\" data-end=\"1863\">The committee wants authority to track and recover stolen crude funds globally. It also recommended:<\/p>\n<ul data-start=\"1865\" data-end=\"2224\">\n<li data-start=\"1865\" data-end=\"1920\">\n<p data-start=\"1867\" data-end=\"1920\">Enforcing international crude measurement standards<\/p>\n<\/li>\n<li data-start=\"1921\" data-end=\"1997\">\n<p data-start=\"1923\" data-end=\"1997\">Providing modern surveillance tools like drones and real-time monitoring<\/p>\n<\/li>\n<li data-start=\"1998\" data-end=\"2051\">\n<p data-start=\"2000\" data-end=\"2051\">Creating a special court to prosecute oil thieves<\/p>\n<\/li>\n<li data-start=\"2052\" data-end=\"2107\">\n<p data-start=\"2054\" data-end=\"2107\">Restoring regulatory agencies removed under the PIA<\/p>\n<\/li>\n<li data-start=\"2108\" data-end=\"2150\">\n<p data-start=\"2110\" data-end=\"2150\">Implementing the Host Communities Fund<\/p>\n<\/li>\n<li data-start=\"2151\" data-end=\"2224\">\n<p data-start=\"2153\" data-end=\"2224\">Handing abandoned oil wells to modular refineries to reduce vandalism<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2250\" data-end=\"2380\">Industry experts say the report confirms what Nigerians have suspected for years\u2014deep and entrenched corruption in the oil sector.<\/p>\n<p data-start=\"2382\" data-end=\"2563\">Some analysts blame the government for failing to act despite knowing the problems. Others say they are no longer shocked, arguing that similar reports in the past have led nowhere.<\/p>\n<p data-start=\"2595\" data-end=\"2756\">The Senate says its job is to investigate, not to recover funds.
