Customs Halts Container Transfers to 103 Bonded Terminals and Free Trade Zones

The Nigeria Customs Service has suspended transire processing for 103 bonded terminals, warehouses and free trade zones nationwide over transactions that have not been reconciled.

The order is contained in a circular dated September 22, 2026, sent to all Customs Area Controllers (CACs) and signed by Deputy Comptroller-General Timi Bomodi, who oversees Enforcement, Investigation and Inspection.

The circular is titled “Immediate Suspension of Transire Processing to Bonded Warehouses and Free Trade Zones with Outstanding Transire Reconciliation.” It affects major facilities including ICNL, Denca, Clarion, Don Climax, FANO, Fortune Global, Emma Cargo, Jaelith, Chrismatel, AGL and AML, among others.

A transire is the document that allows cargo to move from a port to a bonded facility.

According to the circular, the suspension follows a verification and reconciliation exercise by the CGC Special Task Force on Transires (STFT). The task force found that a number of bonded warehouses and free trade zones had outstanding transire transactions, covering duty and transire positions across their operational zones, that still need to be fully reconciled.

Area Controllers were told to stop the affected facilities from processing, starting or getting approval for any further transire applications until their outstanding transactions are fully reconciled and formally cleared by the task force.

The circular allows no exceptions. It states that “any Command shall exercise no waiver, local clearance, exceptional approval or administrative discretion in favour of an affected bonded warehouse while its reconciliation remains outstanding.”

Transire processing privileges will only be restored after Customs headquarters gives written confirmation that the facility has satisfactorily completed the reconciliation exercise with the STFT.

Area Controllers were also ordered to inform all relevant officers, terminals and bonded warehouse units in their areas, and to put in place system and operational controls to enforce the directive.
