PTML Customs Bans Chassis Number Alteration, Cross-Releasing of Cargo at Lagos Port

The PTML Customs Command has banned the alteration of chassis numbers on imported vehicles and the cross-releasing of cargo at the port. The command warned customs agents and other port users that anyone who breaks the rules could face delays, extra costs, or sanctions.

The directives were agreed at a meeting held on 16 October 2026 between the Association of Nigeria Licensed Customs Agents (ANLCA), PTML Chapter, and the Area Comptroller, Deputy Comptroller Nura Ibrahim Miko.

What the New Rules Mean

Under the new rules, all cargo clearance documents must carry the same agency name from the VREG stage through to final delivery. Chassis numbers must also stay accurate and consistent throughout documentation, assessment, examination, and clearance.

Agents are also required to confirm the shade or location of their cargo before assessment. If the cargo is somewhere else, they should ask for reassignment through the PA’s Office at no cost, rather than trying to arrange a cross-release.

ANLCA urged its members, importers, and other port users to follow the new rules. The association said the directives would promote transparency, operational discipline, and more efficient cargo clearance.
